State Police In Philadelphia Have Identified The Suspect As 21 Year Old Jayana Webb. Webb Has Been Charged With 3 Counts Of Homicide By Vehicle While Dui, Homicide By Vehicle, 2 Counts Second Degree Manslaughter Of Law Enforcement Officers And Three Counts Of Involuntary Manslaughter. Troopers Report That Webb Was Driving Under The Influence When She Hit Troopers Martin Mack And Branden Sisca And Pedestrian Reyes Oliveras. The Troopers Were Trying To Get Oliveras Off Of I-95 Where He Was Reportedly Walking Along The Southbound Lane.
