That report out of Harrisburg indicates that a bill now being considered by the house of representatives, could be passed moving the primary up in the calendar year so that Pennsylvania voters will have more of an impact in presidential races. The primary is set for the 4th Tuesday in April, and would be moved to the 3rd Tuesday in March if signed into law. Rep Scott Conklin of State College worries that the move could shift the signature gathering process to begin in December before a primary election, and that could cause headaches for county election workers, who may still be working on elections from the previous November.
