A report out of Philadelphia indicates that Judge Karen Simmons dismissed 2nd degree murder charges against 22 year old Jayana Webb for the crash that killed 2 troopers and a civilian back in March. State Police responded with a statement condemning the judge’s decision, calling it another blow against law and order in Philadelphia. Troopers Brenden Sisca and Martin Mack were struck and killed by Webb’s vehicle as they stopped along I-95 to help a man who was walking in the southbound lanes. Webb still is facing 18 charges. Charges including homicide by vehicle while DUI, manslaughter of a law enforcement officer and reckless endangerment.
