Lawsuit against police in Altoona to move forward

A report in the Altoona Mirror indicates that federal district court judge Stephanie Haines has ruled that a lawsuit brought by an inmate against the Altoona Police Dept has merit. Inmate Scot Noel filed the suit, claiming that he was physically attacked by 2 city police officers while he was incarcerated. Originally, federal judge keith pesto recommended that the lawsuit be dismissed, and could not be amended to be refiled. But judge haines overruled that ruling, and said the suit can proceed. Noel was arrested in November 2020, and placed in a cell to be taken to the Blair County jail. He began shouting at the offices after he was locked up, and he claims that is when he was attacked.
