WJAC reports that former D.A. Bill Higgins has been accused of harassment after he and a man whom Higgins sent to prison got into a heated exchange at a convenience store. The report says that the man identified as Charles Horsh began shouting at Higgins in the store for convicting him of a crime he says he did not commit, and he took 10 years from him. The two men apparently came to a physical confrontation when Higgins is accused of chest bumping Horsh and allegedly threatening him. Horsh was also charged with harassment and disorderly conduct.
