A report by WJAC indicates that a common pleas judge has dismissed a complaint filed by former D.A. Bill Higgins after he ended up in a confrontation with a man whom he sent to prison. The judge in his ruling, said that the complaint was dismissed because Higgins failed to properly file the complaint by not having it approved by a commonwealth attorney. Higgins was then charged wit harassment after he and the other man, Charles Horsh allegedly became embroiled in a physical altercation at a convenience store last week. Higgins claimed that Horsh attacked him verbally by saying he wrongfully sent him to prison years ago.
