Authorities with the Altoona Police Department have filed charges against a Blair County man following an investigation into an alleged sexual assault from March of last year. According to the affidavit, police say the victim told officers that she had reportedly been assaulted while intoxicated by 31-year-old Armando Floyd while the two were allegedly “hanging out” at a residence along East Maple Avenue.
