According to Altoona Police and television news reports, police arrested 28 year old Jose Ortiz of Alexander, Va after he reportedly overdosed while stopped at the stop sign in Altoona. Police say that Ortiz was at the intersection of 7th ave and 8th street on Wednesday when he became unconscious. The report said that two men who were inside the car, were found unconscious on the street. Both were given narcan to counter the effects of what they took. Police found a glass vial inside the vehicle that had white residue. Ortiz was arrested and charged with numerous drug violations, and driving with a suspended license.
