Johnstown police criticized for not acting before a homicide

WJAC reported that Johnstown police have encountered some heat after a woman was shot and killed over the weekend. Kandace Mervin was shot and killed following a domestic dispute Saturday. Police say they told 34 year old Michael Lyles Jr to leave the home after the disturbance around 4:12 am Saturday. Lyles returned some 45 minutes later when the shooting occurred. Police reported that they told Lyles not to come back to the home. The report says that people want to know why lyles was not arrested before this shooting. Police said that they did not have probable cause or any evidence to arrest Lyles. He is charged with killing Mervin when he returned to the home.
