In an Altoona Mirror report, the bill sponsored by Cong. Joyce states that it would prevent the Federal Gov’t from passing on mandates to states for the clean air act, and would bar issuing waivers for states to ban or limit the sale of internal combustion cars. Cong Joyce says his bill would keep another hard govt mandate from being thrust upon people, one that would take away their individual freedom. Fla Rep Gus Bilirakis applauded Joyce for his bill, stating that the American people should decide what vehicle they can afford and which they choose to have. He said the bill should be expedited through the senate. Without the waivers, states cannot implement clear air regulations now in place. 17 states including pa, already have some those regulations in place. The vote was 222-190 in the house.
