A report by WJAC indicates that Gary Vaughn is planning to sue the borough for its recent practices that he says violated his constitutional rights as a business owner. Vaughn claims that three borough ordinances are unconstitutional and he wanted council to either revise them or repeal them,, but council did not act. Instead the borough charged Vaughn with allegedly serving alcohol to minors. Vaughn is suing 11 people and asking for $1 million from each defendant including the borough of portage, the mayor, members of council, the chief of police and two police officers.
