Humane Officials Urging Pa., Residents to Take Care of Animals in the Cold

Animal care experts are urging PA residents to make sure pets and livestock are protected from the cold.  Armstrong County Humane Officer Chris Jirak O’Donnell says both pets and farm animals need dry shelter out of the wind, particularly during the stint of very low temperatures that the state is seeing.  Even animals with thick fur can quickly develop frostbite on their extremities and on uncovered areas like noses and paws. For dogs in particular, Pennsylvania law makes it illegal for them to be tied up outside without shelter for longer than 30 minutes when the temperature is below freezing.
