Mail-In Ballot Measure Pits House Against Senate

The matter of allowing Pennsylvania counties time to process mail-in ballots before Election Day pits the state House against the Senate. Democrats who control the House passed a bill Wednesday to give counties up to seven days before election day to scan ballots, although results would still be counted after the election. The Republican-led Senate, however, refuses to consider the measure unless it pairs the measure with the expansion of the state’s Voter ID law. County officials say the inability to process, known as pre-canvassing virtually forces them to run two elections in one day.
