A former Pennsylvania lawmaker says state lawmakers shouldn’t be paid until there’s a new state budget. Former state Senator Andy Dinniman said being late with a state budget has almost become the way they do things here in Pennsylvania. Lawmakers are more than a week late with a state budget this year. They were months late last year. Dinniman says there’s no punishment for lawmakers who can’t come to terms on time. He’s suggesting that the state withhold lawmakers’ pay to get them to deliver a spending plan on-time. Lawmakers canceled a couple of weekend sessions to talk about the new budget, saying they’re not close enough to a deal to schedule a vote.
