A Bedford County couple has been arrested following an animal cruelty investigation that ultimately lead police to the discovery of two dead puppies in plastic bags. Arrested were 39 year old Randy Bower and 36 year old Melissa Bower from New Paris Borough. Authorities went to their home on July 20th and reportedly discovered trash bags with dead animals inside. State police arrived at the home after receiving tips the Bowers were not taking proper care of their animals, and that several puppies they were trying to sell had died. Police also reported the Bowers have surrendered two dogs due to deplorable living conditions inside the home. The Bowers were arraigned on various charges including aggravated cruelty to animals, animal neglect and child endangerment. Both are currently in the Bedford County Prison in lieu of bail. Their preliminary hearings are set for July 31st.
