The Pennsylvania Turnpike Commission is serious about collecting unpaid tolls. Commission Secretary Crispin Havener says they prefer to avoid litigation but in some cases, they will file civil lawsuits against drivers who are refusing to pay. Agency leaders would much rather work with people through a payment plan or settlement if they owe a high balance, according to Havener. The commission reports there are roughly 68-million dollars in tolls that are unpaid right now.
