A State College man has been indicted by a federal grand jury on child pornography charges. According to the U.S. Attorney’s Office for the Middle District of Pennsylvania, 28-year-old William Welsh is accused of getting a minor to exchange in sexually explicit conduct to produce child porn earlier last year. Welsh was indicted on charges of production and possession of child pornography. He faces a maximum penalty of 30 years.
