Charges have been filed against an Indiana County couple accused of operating an illegal dog kennel. State Police were dispatched to a Burrell Township home for a welfare check and found 31 poodles being kept in conditions described by officers as deplorable. The animals were seized and are now receiving proper care. One-hundred-eighty-six citations for animal cruelty and neglect have been filed against James and Manilla Shirley.
