A Bedford County woman has been accused of hitting a child with an oven rack and watching, as she instructed young boys to beat the young girl with a belt. Arrested was 62-year-old Penny Lynne Garlock of Hopewell. Reportedly, state police were called to a home in Hopewell last month, on a missing child report, but the girl wasn’t missing, she was hiding from Garlock and the boys. When she was found, the child told authorities she had been beaten by the boys and Garlock. Police noticed red marks, welts and bruises on the young girl’s body. Garlock has been charged with child endangerment and aggravated assault. Garlock was arraigned on Wednesday and released on $50,000 unsecured bail.
