An Altoona couple is facing child endangerment charges and drug related counts, following an investigation regarding the discharge of a firearm inside an apartment. Altoona Police say Kalb Clifford and Sicilia Allen have been jailed after illegal firearms and drugs were discovered in their apartment located on the 1100 block of 13th Avenue, on Monday morning. The investigation began after a witness reported finding a bullet hole in a wall of a neighboring apartment. Clifford and Allen reportedly admitted to authorities that a firearm had accidently discharged on Saturday. Police report the couple’s apartment was in deplorable condition and a 1-year-old child was living with the two. The child was given to the custody of the Blair County CYF. Kalb and Allen have been placed in the Blair County Prison in lieu of bail.
