A second person has been charged in an animal cruelty case in Portage Borough, Cambria County. Authorities say they arrested 23-year-old Kaylin Owens in connection to a malnourished dog and multiple dead chickens being found in November, on a property in Portage Borough. The neglected animals came to light after neighbors began to complain that the animals were not being taken care of. Both Kaylin Owens and her husband, 24-year-old Ethan Owens had reportedly failed to provide adequate food, water and shelter to the animals. Reportedly, police also learned that Kaylin had three children residing in the home in recent weeks, and were subjected to horrible living conditions. Owens is facing felony charges of aggravated cruelty to animals and child endangerment. She is free on unsecured bail. Her husband was charged with similar counts earlier in the week.
