Authorities are identifying a man fatally struck by a vehicle in Phillipsburg on New Year’s Day. Officials said 67-year-old Dominguez Cruz was hit by a car on Memorial Parkway shortly before 7 p.m. The driver reportedly told officers she did not see Cruz because he was wearing dark clothing and there were no functioning streetlights nearby. She is not expected to face charges.
