The state Senate has passed a bill to protect utility customers. The proposed bill renews a package of utility customer protections that expired, and covers illnesses, shutoffs and other customer issues. The bill, which passed with bipartisan support yesterday, would provide protection for low-income Pennsylvanians who are unable to pay their utility bills. The law would prevent private utility companies from shutting off services to customers who are behind in their bills in the winter between December 1st and March 31st, and lays out a timeline for repayment plans based on income. The chamber also passed a bill that creates an Independent Energy office fashioned after the existing Independent Fiscal Office. Both bills are headed to the House for consideration.
