A kennel operator in Centre County has been charged with animal cruelty after a number of dogs in his care were found to be ill-treated while wearing shock collars. Charged was Steve Swarey of Rebersburg, who according to the Centre County Humane Officer, has been charged with seven counts of cruelty to animals. Officer Mark Rusnak reportedly said that seven adult German Shephard-type dogs were found with significant neck injuries due to the embedded shock collars. Reportedly, Swarey voluntarily surrendered all the dogs, along with six, 4-week old puppies, that were not injured
