The move follows a controversy surrounding the University of Pittsburgh getting funding for research using fetal tissue. Gov wolf said that this $40 million boost to these schools is a one time only gesture. The governor still has $229 million in federal stimulus money he can hand out. The report also stated that $50 million of this money went for retention bonuses to state employees
