According to a report by WJAC, police have charged 42 year old Jacqueline Hess of Altoona and 41 year old Aaron Hess of Ashville for leaving 2 dogs alone in a filth strewn trailer in Gallitzin Twp. Police report that the 2 dogs were found on March 10, after receiving a complaint. The trailer was filled with garbage and feces and was reported to be uninhabitable. There was no sign of either food or water for the dogs, and there apparently was no heat available for the trailer. The dogs were rescued and taken to the Central Pa Humane Society in greenwood. The couple is charged with animal neglect and cruelty to animals.
