According to a report by WTAJ, first responders found 38 year old Ryan Karns yesterday afternoon passed out inside his car while it was parked in a lot along E. Chestnut Avenue around 2:30. AMED personnel say that they woke up Karns after pounding on the window, and found him with a syringe and track marks on his arm. Karns then failed a field sobriety test conducted by Altoona Police. Officers also discovered that karns was driving on a suspended license. Police found drug paraphenalia, a Suboxone strip and some fentanyl after searching the vehicle. Karns is jailed at the Blair County prison on $100,000 bail.
