A 41 year old Altoona man has been arrested for allegedly stealing a car with Christmas presents inside. Authorities have identified him as Kenneth Duncan who was arraigned earlier on numerous felony charges including theft and receiving stolen property, among others. Altoona Police report the incident occurred Saturday morning at Sheetz on Plank Rd. after a female victim went inside to get coffee. Within minutes, her car was stolen. Duncan remains in the Blair County Jail in lieu of bail.
