Altoona Murder Suspect charged After Weapon Found in Cell

More charges have been filed against an Altoona man who was charged last April for killing his neighbor. 52 year old Raymond Oechsle Jr., who is currently in the Blair County Prison, was found to have had a “homemade shank” in his jail cell. Authorities say the weapon was made from two pieces of metal, which were held together by a towel and an orange T-shirt. He was arraigned yesterday on charges of possessing an instrument of crime and inmate procuring a weapon. Last April police charged Oechsle after he was found living with the body of his neighbor, Christopher Helsel, inside his apartment.  Helsel reportedly had been dead three days, prior to Oechsle’s arrest. Last October more charges were filed against Oechsle after he allegedly attacked two inmates, resulting in one of them losing partial vision.
