A bill from state Representative Josh Siegel could help entice developers to invest in declining shopping centers. HB 1799, authored by the Lehigh County Democrat, proposes to reconfigure former shopping plazas, malls and empty office buildings into mixed-use properties. Siegel says the resulting properties could be part of the solution to affordable housing challenges.
