In Somerset County, reports from an incident last week say a man in Windber threatened to rape and lynch a group of Black juveniles. Thirty-two-year-old Richard Albaugh told police that he was trying to sleep on July 2nd and that kids outside were being too loud. The young people said that Albaugh came out of his home carrying a rope and threatened to rape, beat and lynch them. The juveniles said they ran from the scene after the suspect stepped away for a moment and returned to come after them with a baseball bat. Charges against Albaugh include terroristic threats, and ethnic intimidation. He is scheduled to be arraigned on July 14th.
