A Johnstown man has been charged, after police found puppies that were near death, in cages at his home. Conemaugh Township Police say 56-year-old Sean Quinn, had given police permission to take his dog to his home after he suffered a medical emergency at Walmart in Richland Township on May 23rd. When police arrived at his home they discovered two other dogs living in cages, clinging to life. Authorities say when Quinn was questioned about the dogs he allegedly explained he was in the process of moving, and admitted the two dogs had gone without food or water for about a week. Police say the puppies were treated by a local vet for severe malnutrition and dehydration. Quinn, who reportedly surrendered the dogs, is facing two counts of felony aggravated cruelty to animals. He was arraigned earlier this week and has been released on unsecured bail.
