Altoona Couple Charged After Children Found in Filth, Dogs Found Malnourished

An Altoona couple has been charged after children were found living in filthy conditions, and two Pitbull puppies were found malnourished.  Charged were 19-year -old Jahkeem Metcalf and 31-year-old Tanya McCartney.  The two were charged with child endangerment and cruelty to animals after authorities arrived at their home on 8th Avenue earlier this week.  Police were called to the home after a five year old child consumed Clonazepam, which is a prescription drug used to treat seizures and panic disorders.  Authorities say the home was littered with a stench and flies, with one bedroom reportedly covered in feces.  Two Pitbull puppies were also found in a cage, with no access to food and water.  Both animals were reported to be malnourished.  Metcalf and McCartney were arraigned this week and have been released on unsecured bail.  Their preliminary hearing has been set for September 4th.
