The former city manager of DuBois, along with a secretary, have been indicted by a federal grand jury for the alleged theft of $1.5 million in city funds. Former city manager, 64-year-old John Suplizio and former secretary 59-year-old Roberta Shaffer were both indicted and arrested last November on conspiracy and federal fraud charges. This latest superseding indictment expands the time frame of those charges to have begun around May of 2008. A superseding indictment is a formal accusation brought by a grand jury that replaces a previously filed indictment and amends charges against defendants. The indictment accuses the two of conspiring to embezzle, steal, misapply and convert over $1.5 million owned by the city of DuBois. The law provides for a maximum sentence of up to either five or 10 years in prison, a fine of up to either $250,000 or $500,000, or both, on each count. Suplizio was fired as city manager in April of this year. Shaffer resigned from her position in September of last year.
