The Altoona Water Authority has approved a nearly 10% increase for next year. The increase reportedly deals with the fixed costs of delivering water and collecting wastewater, and not the amount of water used by customers. The increase will take the bill of an average user of 4,000 gallons a month, from 120 to 131 dollars .
