An Altoona man was arrested by police who say he strangled a woman during an argument. 39 year old Joel Ramsey faces a felony charge of strangulation after the altercation that took place on July 31st, in which Ramsey is accused of wrapping both arms around the victim’s neck and choking her as she tried to call 911 during a physical altercation in Altoona. Ramsey was arraigned and then released after posting 10% of $15,000 bail. His preliminary hearing is set for September 8th.
