The Altoona Mirror Reports That Police Arrested Carlos Ortiz After They Received Reports That He Was Throwing Plastic Signs At Automobiles, Was Terrorizing Patrons At A Tobacco Store And Outside In The Parking Lot. Police Report That Ortiz Was Yelling At Customers, Then Attacked The Store Manager And Another Person Before Fleeing. He Was Then Seen Of The Fire Escape Of A Building On 10th Street. Ortiz Broke Inside The Building And Was Arrested By Police. He Is Charged With Aggravated Assault, Terroristic Threats, Simple Assault, Criminal Mischief And Disorderly Conduct. He Is In The Blair County Jail Unable To Post $50,000 Bail.
